I swiped this off a wallpaper site - I wonder where THEY got it; I don't even have the image itself, only a scan of the book cover - so the quality could be better, but anyway, I am glad I found it.
It was originally commissioned for a US paperback containing dragon-related short fantasy stories.
The picture has since appeared on many sites (the wallpaper site included) labelled Smaug over Torreon, and no amount of rectifying on my part seems to help.
So, once and for all folks, it ain't Smaug, and that's not Torreon, whatever or wherever THAT is. It does have the distinction of being my very first job for an American publisher, though...
